There are a number of different electric heaters for coops that are relatively shock-less, fireproof and scorch free. Cozy brand, for instance, makes an excellent flat panel heater that can stand on the coop floor, or be mounted to the wall. The unit looks like a flat panel monitor, and it does not get hot enough to burn a bird if she leans against it accidentally, or start a fire if it gets knocked over.
